If you just need a car for a few hours, you should probably go for Car2Go, which lets you rent a car by the hour.
If you’re planning to drive around the city, keep in mind that finding a parking spot isn’t the easiest thing to do, and some parking lots can be rather costly – try finding the “Ahuzot HaHof” ones, with blue signs, scattered around the city. Of course, public transport is also an option.
